If you're struggling financially, I just heard about a program, called the "Low-Income Home Energy Assistance Program (LIHEAP)". Low-income families can get assistance to help pay their winter heating (or summer cooling) bills. You can find contact information for your local and state LIHEAP agencies, as well as for any available low-income utility programs or charitable assistance resources in your state, by going to:

    http://neaap.ncat.org/programs/index.htm

Choose your state from the link near the top of the page (NOT the list of applications ON this page). This will bring up a listing of your state's low-income energy programs, including website links, email addresses and 800-phone numbers.

This group also weatherizes homes (owned and rented) that qualify. Wall insulation, storm windows, etc.
